I apologize if I am incorrect on this, since I have not played killer instinct myself, but I researched the combo system on fighting game glossary.
It seems that you are infact able to create the KI combo system without code. You can use the chain move system to create cancels different moves, and create moves that required to be canceled by specific moves in order to be preformed.
however the combo breaker system is not possible without code, but a combo breaker/burst system for UFE is supposedly in the works.

Using chain moves for the cancel system is the way to go for KI's combo's.
KI's breaker system might be a little tricky to do.
You can preform combo breaker type moves during hitstun.
It would be a good little project for someone to see how far they can get without coding.
